Whenever you upload a movie, it gets put "Under Judgement". The community's votes determine whether it stays on Newgrounds or not. This is not a bug, it is a feature.

Since you uploaded a test, it makes sense that it did poorly.
Try improving it and finishing it. It will probably to a lot better once it is complete and polished. This process is pretty much like quality control. If a submission is voted poorly, it gets deleted. You need a voting score of around 1.70 to pass judgement.
